I think the gap makes sense
but I wouldn't make it almost precisely
the height of an F1 car such that it can be wedged in like that. I would
have thought that having a wider gap would have been better for where it
came to rest, extracting the driver and for fighting fires.

Larger would be better, although movement of the tire barrier would
reduce the gap during an actual crash.

elevated - anything that went straight through the (vertical portion of
the) catch fence would have hit the metal facing below the exposed spectators in the front row.

I wondered about that. It probably helped that the grandstands are elevated - anything that went straight through the (vertical
portion of the) catch fence would have hit the metal facing below
the exposed spectators in the front row.
There is another video floating around (I think on Peter Windsor's
twitter feed) from a couple of rows back that shows people in the
front row ducking down below the facing as Zhou's car hits. It was
taken by a 13-year old who was either very brave or just didn't
understand the danger.
As we see more video, it is apparent that this could have been very
tragic for both Zhou and the fans.
It really is amazing how far safety has progressed in motorsport.
