    There should be a soft driver pay cap. If teams paid over the cap they would get a fee that would be divided among the other teams.

    If they want to pay drivers less then offer them less and/or ask less
    of them. Who negotiated the drivers salaries?
    They aren't just contracted to drive the cars but for a lot of
    corporate stuff too. Do the teams really want them to drop the
    corporate stuff?

    Why not simply include driver's salaries in the cap that way those not

    That's what they already do in Major League Baseball; the biggest spenders pay a "luxury tax" that's divided amongst the more frugal teams.

    I don't begrudge them being popular and successful, but I don't think
    they've earnt any heartfelt sympathy for being that position either.

    One metric that I've used in order to evaluate company size and
    corporate structure is whether the CEO knows every employee's
    name. Anyone who Toto can't name walks?

    No, it's better this way because it comes out of the monthly current
    budget, and not the capital account.
