Interesting that Merc isn't bringing anything. Is it just a matter of where teams were in there upgrade cycle or is the car in more serious trouble?

Due to their serious porpoising/oscillation issue Mercedes chose to use
these inital races as a bit of testing sessions to fully understand the
nature behind it. It's a complex problem to solve efficiently but they
believe that with enough track data, using the same spec for better correlation, they can find a way around it. Other teams are trying to
mitigate it with tweaks to the floor. While this gives them some small improvements, it doesn't really help them understanding the real origin
    of the problem.

Mercedes is too far behind Ferrari/RBR and comfortably ahead of the
midfield, so they can afford to give up some small performance
improvements for the sake of better data collection. They've been simply running higher ride heights and more rear wing to avoid the porpoising.
The real solution is rumoured to be a new rear suspension and some aero improvements to the floor.
