pulling in thousands of people who like soap operas.

F1 is in the business of making $.
Controversy keeps the focus on the business (read sponsor ads)
and generates $. A successful season then.
Keeps all the chitchat going 'til Australia (or wherever.)

And there are those who think that the stewards decision at the Japanese
Grand Prix in 1989 when Prost quite deliberately turned in on a line
that was going to go right off the track at the final chicane, had it
fail to work...
...and then penalize Senna for not rejoining the track "properly"...
...they think that the fact that Jean-Marie Balestre...
...who just happened to be French...
...played no role in that decision.
