Surely Perez is in a car setup up specifically so as to not embarrass
the orange (ooops golden) one ?

Surely it must be clear to everyone that the setup of these cars can be
so driver specific that it takes sometimes most of a season for one of
the drivers on a team to get up to speed.

Or is Ricciardo's McLaren set up specifically so as not to embarrass Norris?

He's there to get maximum points and to be useful in the pitstop strategy.

As is every other number 2 driver on every other team out there when the
World Driver Championship is a possibility for the number 1 driver.

That is the way the game is played. That is the way it has ALWAYS been
played. Right down to the days when a team's number 1 driver would be
given the number 2 driver's car... ...even during a race.
