    ...different PLACES in the world might have DIFFERENT regulations.

    Not to mention that flying a helicopter over a [by-its-very-nature-essentially-]flat ocean is a very different issue
    that flying in fog...

    I think the point is that accidents at sea happen unexpectedly.

    Whereas there's a choice as to whether to run a GP practice session.

    The Coast Guards would prefer ships to be in harbour when there's a big
    storm, but neither the ships nor the CG get to choose that option in
    the main.

    If there'd been an horrendous crash on the autobahn by the track, you
    can bet the air ambulance would have been used if required.
